When  Korean is illegible on a Chrome Brower
This site was made about 20 years ago!
So Korean character was set by 'euc-kr' of an old standard instead of 'utf-8'.

It is difficult to change to 'utf-8' because of lots of web pages and two web boards(too old and legacy)

=============================================

Google don't allow to change encoding by a simple menu which was supported till 2016.
So you have to add a Chrome Extension Package from Chrome Play Store.
I tried one and it works good. It is 'Set Character Encoding'.
You can easily find and use it and You can read Korean Words!
